Himachal's record splits sharply along the Pir Panjal watershed: routes on the Kullu side see heavy commercial traffic, while passes toward Kinnaur and the Spiti border thin out fast into restricted-area territory.
Several of the state's highest routes were commercially operated a decade ago and are not any longer — not because they closed, but because operator interest moved elsewhere. We keep those records rather than dropping them; a trek that nobody sells is still a trek.
Border-adjacent routes typically require an Inner Line Permit in addition to any forest clearance, and requirements have changed more than once in the past decade. Treat any permit figure on an older source with appropriate suspicion.
